Larry has over 35 years of IT and Security experience engaging over 120 businesses and Fortune 50/500 clients. He started his career at IBM as a MVS Systems Programming and Security Consultant installing and securing mainframes later providing data forensics and penetration testing for the FBI and U.S. Secret Service. His global security initiatives have been recognized on the cover of Information Week, PC Week, and Beyond Computing Magazines. He authored the national HIPAA Remote Access Guidance for CMS accepted by the 110th U.S. Congress. Larry led two security updates by developing CMS's intended HIPAA Security Risk Assessment methodology with then U.S. Director of Centers for Medicare & Medicaid through NIST. Larry provided executive roles to three national IT consulting firms as Partner and COO as well as CISO and Chief Compliance Officer for a global health and wellness franchise and a multibillion dollar national insurance company. Larry has earned 18 advanced IT certifications and a former CISSP instructor for (ISC)2.

Max is the former CIO for the U.S. Department of Energy from 2017 to 2019, overseeing the Department’s information technology portfolio, serving as an advisor to the Deputy Secretary and Secretary, and accelerating cybersecurity risk management and modernization at the Department.
He is also the former CIO for the White House and has held technology leadership roles at the Department of Homeland Security, the Department of Commerce, and on seven National Special Security Events. He has consulted for private sector companies from small businesses to the Fortune 50 on cybersecurity risk and technology modernization.

SENIOR EXECUTIVE SECURITY ADVISOR
Lou Velasco has over 30 years of experience in law enforcement, national security, legal, and risk management. He is a highly accomplished retired FBI Special Agent and former Assistant District Attorney offering extensive expertise in the development, implementation, management, and evaluation of risk management and crisis response programs that protect human life as well as physical and intellectual assets.
Mr. Velasco specializes in providing strategic advisory services related to physical assets, intellectual property, safety and security operations, transportation as well as global and domestic business travel. Mr. Velasco also advises and leads corporate executive leadership teams (CEO, CFO, CISO/CSO, and CIO) in crisis management including but not limited to kidnap for ransom. Lou is a graduate of the FBI National Academy in Quantico, Va. Lou earned several FBI certifications including SWAT Operator, Crisis Negotiator, Legal Advisor, Counterintelligence, and EEO Counselor.​

TODD BARTOS, J.D.
ATTORNEY
PRIVACY & COMPLIANCE
Todd serves as Outside General Counsel responsible for Countermeasure’s core legal function. As a concierge general counsel, Mr. Bartos is responsible for legal needs including management of outside counsel and controlling outside legal spend. Mr. Bartos has built companies from the ground up, providing daily guidance on regulatory and compliance matters, employment law, HR, privacy (including EU and California privacy), data security, data retention and corporate risk matters, and fiduciary advice to executives and board members. He frequently structures and closes commercial transactions and financings, including seed stage and Series A and B rounds using convertible debt, equity and SAFE transaction structures. Mr. Bartos received his JD from the University of Pittsburgh School of Law and his BA in Anthropology from Franklin and Marshall College.
